Upon the completion of the Project, a presentation was held in Skopje on 24 January,
2011.
The Minister of Economy, Mr. Fatmir Besimi gave a brief introduction to the One
Stop Shop Phase 2 Project, which is part of the World Bank’s BERIS (Business Environment
Reform and Institutional Strengthening Project) Project. Mr. Vladimir Pesevski,
Vice President of the Government spoke about the relevant regional developments,
and Mr. Vancho Kostadinovski of the Central Registry of RM followed with brief history
of the evolution of e-gov services for the business community which were carried
out in the Central Registry.
Guest speakers at the presentation were also Mr. John Murray from Enterprise Registry
Solutions from Ireland, who spoke of the importance of the new solutions, which
make the Central Registry reach a more mature level and compatibility with relevant
European institutions, and thus be included in the upcoming pan-European initiatives.
Dejan Damjanovic and Andon Rumenov of Reaktiv presented the scope of the Project,
the key benefits for the Central Registry and the Ministry of Economy on one hand
and the entire business community on the other.
The first reaction of the expert community was content with the solution e-bankruptcy,
especially regarding the ease of use as well as the new level of transparency that
is reached. The integrated solution for managing bankruptcy procedures enables full
monitoring of the procedure online, which provides a new level of transparency previously
unattained. The list of the active bankruptcy procedures is
here. (Macedonian only). The Registry of Disqualified Entities, the so called
“Black List” of legal entities and individuals who are temporarily banned from registering
a legal entity is also established as a part of this Project Component.
The other two components include the online registration of the trade companies
with direct registration of the employees in the Employment Agency and the Health
Fund, and electronic registration of pledge and leasing, which shall greatly facilitate
the operations of the business community, the citizens and all pertinent institutions
and has the potential of becoming one of the most popular solutions within OSS2.
It is expected that the Second Phase of the OSS2 system shall radically improve
the business environment, increase the attractiveness of the Macedonian market for
the foreign investors by offering more efficient and transparent administrative
procedures, and improve the efficiency and security of the electronic services offered
to the business community.
The presentation was attended by high representatives of the Government of RM, the
Ministry of Economy, the World Bank and the donor community in Macedonia, as well
as representatives of the many user groups, such as the Chamber of Bankruptcy Trustees,
the Notary Chamber, etc.
The register of Disqualified Entities available to the public in real time
The first part of the One Stop Shop Phase 2 deployed. The register of Disqualified
Entities available to the public in real time
The Central Registry of RM deployed the first segment of the project One Stop Shop
Phase 2. This segment involves practical implementation of the blacklist of disqualified
entities, stipulated by the Company Law.
The blacklist of individuals and legal entities registers entities disqualified
on the basis of any of the following three criteria: criminal, misdemeanor verdicts
and blocked bank accounts. Since last week, the entities who have been disqualified
on the basis of the first two criteria automatically shall be prevented from becoming
owners, managing functions or authorized persons in newly established companies
in Macedonia. The Central Register shall issue a confirmation to the interested
parties containing information whether an individual or legal entity has been banned
with a court decision from performing a business activity. Also, the solvency reports
of the companies shall include information on the blacklisted entities.
By the end of September 2010, in the Register of Disqualified entities, the new
owners, managing functions as well as authorized persons from companies whose account
has been blocked, shall be added in real time.
These procedures are entirely transparent, thus the public will have access to all
entities added on the blacklist on the web page of the Central Registry of RM,
www.crm.com.mk.
